EMPLOYER’S CIRCULAR NO. 9/2015
IMPLEMENTATION OF A CONSOLIDATED FUND FROM THE UNUTILISED LEVY OF THE 1MALAYSIA GLOBALLY RECOGNISED INDUSTRY AND PROFESSIONAL CERTIFICATION PROGRAMME (1MALAYSIAGRIP)
1.1 The purpose of this circular is to inform PSMB registered employers on the implementation of a consolidated fund from the unutilised levy of the 1Malaysia Globally Recognised Industry and Professional Certification Programme (1MalaysiaGRIP).
2.1 Since June 2015, 30 per cent of the total levy payment by each of PSMB registered employers has been placed in an individual „1MalaysiaGRIP employers‟ account. The purpose of separating this fund from the remaining of the total levy paid to PSMB by the individual PSMB registered employer is to encourage employers to train their employees under 1MalaysiaGRIP. This fund is also supported by a matching grant from the Malaysian Government.
2.2 As of December 2015, the accumulated levy collected under 1MalaysiaGRIP is RM86.3 million with only a 17.6% utilisation or RM15.2 million. The unutilised balance, as at December 2015, stands at RM71.1 million. These statistics are interpreted in Table 1 below.

3.0 IMPLEMENTATION PLAN
3.1 In view of the high percentage of non-utilisation of the 1MalaysiaGRIP fund, a consolidated fund will be implemented; consisting of the accumulated unutilised levy for 1MalaysiaGRIP to be utilised on a “first-come; first-serve” basis by registered employers of PSMB only.
3.2 The implementation of the consolidated fund will take effect on 1 April 2016.
4.1 In this instance, PSMB registered employers are advised to utilise the balance of their respective 30% 1MalaysiaGRIP fund before 1 April 2016 by encouraging their employees to apply for certification courses under 1MalaysiaGRIP.
